The primary reasons cited for this dramatic increase in California nursing home problems was two-fold: failure to perform necessary inspections and issue out timely citations for those failed inspections and nursing home licensing decisions (issued by the California Department of Public Health) lacked consistency and transparency.

LA Daily News Quotes state auditor Elaine Howle on the results of her findings, “Together these oversight failures increase the risk that these nursing facilities may not provide adequate care to some of the state’s most vulnerable residents.”
